ADU Builder Ventura County

ADU Builder in Ventura County — Detached Units, Garage Conversions & JADUs

An accessory dwelling unit is the most practical way to add real living space and real income to a Ventura County property. California law has spent the last several years steadily removing the obstacles that used to make ADUs difficult, and most homeowners have not caught up with how much has changed. Owner-occupancy requirements are gone for standard ADUs. Cities cannot impose side or rear setbacks greater than four feet. A complete application must be approved or denied within 60 days, and it is a ministerial decision — no public hearing, no discretionary review, no neighbour objection process.

We have been building in Ventura County for over 25 years and we handle ADUs from first sketch through final inspection: design, plans, permits, construction and sign-off, under one licensed contractor.

The three kinds of ADU we build

1. Detached ADU

A standalone unit in your yard, with its own entrance, kitchen, bathroom and utilities. This is what most people picture, and it delivers the most rental value and the most privacy because it shares no walls with the main house. It is also the most expensive per square foot, because you are building a complete small house from foundation up.

Best for: rental income, adult children or ageing parents who need genuine independence, or a home office that is properly separate from the house.

2. Garage conversion ADU

Converting an existing attached or detached garage into a living unit. Substantially cheaper than building new because the foundation, walls and roof already exist — typically $170–$230 per square foot against $220–$290 for a detached new build in this county.

The considerations people miss: a detached garage needs new utility lines run underground, which can add twenty to thirty per cent to the conversion cost, and you lose the garage. In a neighbourhood where street parking is already difficult, that is worth thinking about seriously before committing.
Best for: getting the most living space for the least money, on a property where the garage is currently storing things that could live elsewhere.

3. Junior ADU (JADU)

A unit of up to 500 square feet created within the existing walls of the house — commonly a converted bedroom or a partitioned section with its own entrance and a small kitchen. A JADU may share a bathroom with the main house, and that detail matters legally: as of January 2026, owner-occupancy requirements apply to a JADU only when it shares sanitation facilities with the primary dwelling. Give the JADU its own bathroom and the city cannot require the owner to live on site.

Best for: the lowest-cost entry into an ADU, or a property where there is no yard space for a detached unit.

What an ADU costs in Ventura County

Straight numbers, based on our recent projects:

Type of ADU

Cost per sq ft

Typical project total

Detached new build

$220–$290

$150,000–$400,000

Garage conversion

$170–$230

$120,000–$160,000

Junior ADU (interior)

Varies with existing conditions

Varies a lot from project to project, no fixed range.

Two things move that number more than anything else. First, larger units cost less per square foot, because a kitchen and bathroom cost roughly the same whether the unit is 500 square feet or 900 — those fixed costs simply spread further. Second, utilities: how far the unit sits from existing sewer, water and electrical service can change the price materially, and a detached garage at the back of a deep lot is the expensive version of that.

Ranges reflect 2026 Ventura County market data. Your actual price depends on site conditions, finish level and unit size — which is what the free assessment is for.

ADU rules in Ventura County, city by city

Every city in the county sets its own ordinance within the state framework, and the differences are worth knowing before you design anything:

Jurisdiction

What is distinctive

City of Oxnard

Detached ADUs up to 1,200 sq ft — among the most generous limits in the county. Impact fees waived under 750 sq ft; school fees apply above 500 sq ft. Coastal Zone properties need additional review time.

Unincorporated county
(incl. much of Somis)

850 sq ft for studio or one-bedroom, 1,000 sq ft for two or more bedrooms, rising to 1,200 sq ft on lots over 9,000 sq ft. Handled by the County Resource Management Agency.

City of Santa Paula

Permit required for any ADU or JADU, through Building and Safety at (805) 933-4218. Our own city — we know this process well.

Woodland Hills

City of Los Angeles jurisdiction, so LADBS handles permitting rather than Ventura County.

Carpinteria

Santa Barbara County, not Ventura County — a different authority with its own process.

Rules change. We confirm current requirements for your specific parcel before design begins, and you should verify anything here with your city before making decisions.

What state law now guarantees you

These protections apply everywhere in California, and they are the reason ADUs are far more achievable than they were five years ago:

  • No owner-occupancy requirement for standard ADUs. You can build one and rent both units.
  • Four-foot maximum setbacks. No city can demand more than four feet from side or rear property lines. A unit built inside an existing structure keeps that structure’s existing setbacks even if they are less.
  • 60-day ministerial approval. A complete application must be decided within 60 days, without a public hearing.
  • No impact fees under 750 square feet anywhere in the state.
  • Unpermitted ADUs can be legalised under AB 2533 without a full code overhaul, focusing on safety items such as exits and sanitation. If you inherited a converted garage that was never permitted, this is worth a conversation.

How the process runs with us

  1. Feasibility visit — free. We look at the property, confirm which jurisdiction applies, check setbacks and utility locations, and tell you honestly what will and will not work. Some properties are not good ADU candidates and we would rather say so at this stage.
  2. Design and plans. Drawings that meet your city’s objective standards, so the application goes through cleanly rather than coming back for revision.
  3. Permit submission. We file and manage the process, including responses to plan check comments.
  4. Construction. 3–6 months detached, 1–3 months garage conversion, with a named point of contact throughout.
  5. Final inspection and sign-off. We handle inspections through to certificate of occupancy.

Why homeowners choose us for ADUs

  • 25+ years building in Ventura County.
  • Licensed, insured and BBB accredited.
  • One contractor, whole project.

We know the local offices. Being based in Santa Paula, we deal with these building departments constantly.

ADU questions we get asked

Not for a standard ADU — that requirement was permanently removed. For a junior ADU, owner-occupancy applies only if the JADU shares sanitation facilities with the main house. Give it its own bathroom and the requirement does not apply.

Permitting must be decided within 60 days of a complete application. Construction runs from 1-3 months for Small ADU Project and up to 5 months for big project. Coastal Zone properties in Oxnard should allow additional weeks for environmental review.

Yes. Standard ADUs can be rented, and no owner-occupancy requirement applies. Local rules on short-term rentals vary by city and are separate from ADU law — check with your city if that is your plan.

An ADU is typically assessed as new construction, adding to your assessed value based on the improvement rather than triggering reassessment of the whole property.
We recommend homeowners confirm with the Ventura County Assessor on this subject.

Generally yes — roughly $170–$230 per square foot against $220–$290 for detached new construction, because the shell already exists. The offsets are losing the garage and, for detached garages, running new utilities underground.

AB 2533 created a path to legalise older unpermitted units without bringing the entire structure to current code, focusing on safety essentials. Worth a conversation — it is often more achievable than owners expect

We will visit the property, confirm what your jurisdiction allows, and give you real numbers. If your property is not a good candidate, we will tell you that too.
