Ventura County has ten incorporated cities and a large unincorporated area, and each one issues its own building permits. That is why the first question on any remodel is not “do I need a permit?” but “who issues it for my address?” A mailing address can be misleading. Silver Strand and Hollywood Beach have Oxnard addresses but are County land. Old Town Saticoy sits just outside the City of Ventura. Meiners Oaks and Oak View use Ojai addresses but are permitted by the County.

What usually needs a permit
As a rule of thumb, you need a permit when the work changes:
- Structure: removing or moving walls, adding openings, additions, decks and most patio covers.
- Plumbing: moving drains or supply lines, replacing a shower or tub, adding a fixture.
- Electrical: new circuits, moving outlets or switches, new lighting circuits, panel changes.
- Mechanical: HVAC changes, new exhaust fans or ducting.
- Gas: new or relocated gas lines.
Work that usually does not need one includes painting, flooring over a sound subfloor, and replacing cabinets, counters or fixtures in place. Each city applies the state codes with its own local amendments, so check before you start.
Which office covers your address
- City permits: Santa Paula, Ventura, Oxnard, Camarillo, Thousand Oaks (including Newbury Park), Moorpark, Ojai, Fillmore, Port Hueneme and Simi Valley each have their own building department.
- County permits: Somis, El Rio, Piru, Oak View, Old Town Saticoy, Meiners Oaks, Mira Monte, Santa Rosa Valley, Silver Strand and Hollywood Beach go to the County of Ventura.
- Outside Ventura County: Carpinteria and Santa Barbara issue their own permits in Santa Barbara County; Westlake Village (Los Angeles County side) uses LA County building services; Santa Clarita has its own Permit Center; Woodland Hills is part of the City of Los Angeles.
A few offices add steps. Santa Paula and the County issue a zoning clearance before many building permits. Camarillo and Port Hueneme moved applications online in 2025.
What the process looks like
- Confirm the jurisdiction for the parcel.
- Prepare drawings, with engineering for any structural change.
- Submit and pay plan check fees.
- Answer plan check comments, if the reviewer asks for changes.
- Pick up the permit and post it on site.
- Inspections at set stages, typically rough plumbing and electrical before walls close, and a final.
Rules that come with a permitted remodel
A permitted remodel brings some code requirements with it. Homes built before 1994 must replace noncompliant plumbing fixtures with water-conserving ones before the permit gets final approval. The energy code requires high-efficacy lighting in remodeled spaces. Bathrooms need an exhaust fan vented outside with humidity control. Smoke and carbon monoxide alarms are typically brought up to current standards.
Why it is worth doing
A permit gets a trained inspector to look at work you will never see again once the walls close. It protects you at resale, since buyers ask about unpermitted work, and with insurers after a claim. Can I remodel a bathroom without a permit if I keep everything in the same place?
Swapping a vanity, toilet or faucet in place usually does not need a permit. Replacing a shower or tub, moving any drain, adding a circuit or changing the exhaust fan usually does. Rules vary by city, so a quick call to the office covering your address settles it.

The County of Ventura Resource Management Agency, Building and Safety Division, at the Government Center on South Victoria Avenue in Ventura. That covers places like Somis, El Rio, Piru, Oak View, Old Town Saticoy, Meiners Oaks and the beach communities of Silver Strand and Hollywood Beach.
What happens if I remodel without a permit and later sell?
California sellers disclose known work done without permits, and buyers and their inspectors look for it. It can lead to price negotiations, a requirement to legalize the work, or problems with an insurance claim. Legalizing work after the fact often means opening walls for inspection.
How long does a remodel permit take in Ventura County?
Simple permits can be issued quickly, while projects that go through plan review take longer, especially if comments come back. Coastal, design or fire-zone review adds time. Each office has its own workload, so ask for a current estimate when you apply.
