Working in Fillmore

Fillmore is our neighbor up the Santa Clara River Valley, and the two towns have a lot in common: citrus groves, a historic downtown, and neighborhoods of older homes on quiet streets. Our Santa Paula office is 15 to 25 minutes away on Highway 126, so Fillmore jobs get the same quick response and regular site visits as our hometown work.

Fillmore knows earthquakes better than most of the county. The 1994 Northridge earthquake hit it harder than any other Ventura County community, damaging more than 200 buildings, including about a fifth of the historic downtown. The Masonic Lodge and the Fillmore Hotel on Central Avenue collapsed, and the downtown was rebuilt over the following years. Many older homes in town still sit on unbolted raised foundations, which is the house type a seismic retrofit is designed for.

Fillmore issues its own building permits through City Hall on Central Avenue. Bardsdale, across the river, and other parcels outside the city limits are unincorporated and go through the County of Ventura. Agricultural properties around town can bring septic, well and zoning questions into a project, and we plan for those from the start.

Fillmore homes

The blocks around Central Avenue and the older neighborhoods nearby have homes from the early and middle twentieth century, many on raised foundations with crawlspaces. Kitchens and bathrooms in these houses are usually small and closed, and the plumbing and wiring have been patched over the years.

Newer subdivisions on the edges of town are mostly single-story and two-story homes on slabs, many built in the last few decades. Around Fillmore and in Bardsdale, ranch and orchard properties have larger lots, outbuildings and, in some cases, septic systems and wells.

What Fillmore homes need

  • Unbolted older homes

Pre-1980 houses on raised foundations with cripple walls are good candidates for bracing and bolting, and the Earthquake Brace + Bolt grant may help if the ZIP code is eligible.

  • Small, closed kitchens

Older Fillmore kitchens are often separate rooms. Opening one up usually means removing a wall that carries load, with an engineered beam on the permit.

  • Inland heat

Summer heat in the valley makes patio covers, shade and insulation upgrades worth planning into a remodel.

  • Agricultural properties

Ranch and orchard parcels outside city limits can need County review, septic capacity checks and well setbacks for additions and new structures.

Fillmore FAQs

How fast can you get to a Fillmore job?

Our office on Richard Road in Santa Paula is about 15 to 25 minutes from most of Fillmore. That makes it easy to stop by for a quick look at a problem, meet an inspector or make a small return trip during a remodel. Fillmore is one of the closest towns we serve.

Should my Fillmore home have a seismic retrofit?

If it is a wood-framed house built before 1980 on a raised foundation with short cripple walls, it is worth having it checked. Fillmore felt the 1994 Northridge earthquake more than any other community in the county. The retrofit braces the cripple walls and bolts the house to its foundation, and we can tell you whether the Earthquake Brace + Bolt grant covers 93015.

Is Bardsdale permitted by the City of Fillmore?

No. Bardsdale and other areas outside Fillmore's city limits are unincorporated, so building permits come from the County of Ventura. Rural parcels there may also need County review for septic and wells. We confirm the jurisdiction for your parcel first.

Can you remodel a kitchen in an older Fillmore house?

Yes. Older Fillmore kitchens are often small, closed rooms with old plumbing in the crawlspace and limited electrical service. We check the panel, the plumbing and the floor framing at the first visit, and the estimate reflects what we find. Opening the kitchen to the dining room is a common request and usually needs a beam.
