Working in Westlake Village

Westlake Village was planned as a whole. In 1963, the American-Hawaiian Steamship Company bought the 12,000-acre Albertson Ranch and hired A.C. Martin and Associates to lay out a community of neighborhoods around a man-made lake, with greenbelts that kept hundreds of mature oaks. The Ventura County side later became part of Thousand Oaks, and the Los Angeles County side incorporated in 1981 as the City of Westlake Village.

That history makes permits the first question on any Westlake job. Homes in the City of Westlake Village are permitted through Los Angeles County building services, which the city contracts for. Homes on the Ventura County side, many with Westlake Village addresses, are permitted by the City of Thousand Oaks. Lake Sherwood is unincorporated Ventura County. Almost every neighborhood also has an association that reviews exterior changes.

Westlake homes tend to be well built and well kept, so remodels focus on kitchens, primary bathrooms, opening up layouts and outdoor living. The 2018 Woolsey Fire burned into parts of Westlake Village and Lake Sherwood, and homes next to the hills are in fire hazard zones. We are about 40 to 60 minutes from our Santa Paula office.

Westlake Village homes

Most Westlake Village homes were built from the late 1960s through the 1980s as part of the master plan, in neighborhoods with associations and consistent architecture. They are generally solid, and the work is usually updating kitchens and bathrooms, replacing windows and doors, and reworking layouts.

Lakefront homes, hillside lots and Lake Sherwood properties add docks, slopes, views and fire-zone construction rules to the mix.

What Westlake Village homes need

  • Which permit office

LA County building services for the City of Westlake Village, the City of Thousand Oaks for the Ventura County side, and the County of Ventura for Lake Sherwood.

  • Association architectural review

Most neighborhoods review exterior changes, additions, windows and patio covers. Approval usually comes before the permit.

  • Preserved oaks

Mature oaks along greenbelts and lots are protected on the Thousand Oaks side and valued everywhere, which affects where additions and trenches go.

  • Fire hazard zones

Homes near the hills and Lake Sherwood are in fire hazard zones, where additions and decks follow Chapter 7A standards.

Westlake Village FAQs

Which office issues permits for my Westlake Village home?

It depends on which side of the county line you are on. The City of Westlake Village, in Los Angeles County, uses LA County building services. Homes on the Ventura County side, many with Westlake Village addresses, are permitted by the City of Thousand Oaks. Lake Sherwood is unincorporated Ventura County. We check the parcel before starting.

How long does HOA approval take in Westlake Village?

It varies by association. Many meet on a set schedule and want drawings, material samples and sometimes neighbor notification before approving exterior work. We prepare the submittal and build the review time into the project schedule so construction does not wait on it unexpectedly.

Do you work in Lake Sherwood?

Yes. Lake Sherwood is unincorporated Ventura County, so permits go through the County, and many lots are in fire hazard zones where Chapter 7A construction rules apply to additions and exterior changes. Some homes are still being rebuilt after the 2018 Woolsey Fire.

Is Westlake Village too far for you?

No. It is about 40 to 60 minutes from our Santa Paula office, at the eastern edge of our service area. We take Westlake projects that we can staff properly, and we tell you up front how travel affects the schedule.
