Do I need HOA approval to remodel in Thousand Oaks?

For interior work, usually not, though some associations still set rules for work hours, parking and dumpsters. For additions, exterior changes, patio covers, windows and paint colors, many Thousand Oaks associations require architectural committee approval before the city permit. What if there is an oak tree near my planned addition?
